• The Municipalities take steps to implement the recommendations of the Government to save at least 15% electricity.

• Most municipalities have already installed, or are installing, energy saving lights in public buildings and in street lighting networks.

• Several municipalities are already using smart public lighting systems that include software control to switch street lights on and off.

• EVN continues with its failure to present to municipalities detailed data on the collection of communal tax for public lighting, meaning that municipalities lack precise insight into their income.

• In a significant number of municipalities activities are under way to replace the wood window-frames on schools and kindergartens with PVC window-frames, and to install energy efficient facades.

• Majority of the municipalities have prohibited the use of air-conditioners and electric heaters in the administrative buildings and the public enterprises, and all computers are shut down at the end of working hours.

• There are still few, if any, photo-voltaic installations in the municipalities, but they all have plans to install photo-voltaics.

• The photo-voltaics are usually installed on the roofs of municipal buildings, schools and kindergartens.

• The majority of the municipalities have not adopted energy efficiency strategies.

• The majority of the municipalities use World Bank loans, secured through the Ministry of Finance.

• The majority of the municipalities are cutting representation spending for the mayors and the council members, as well as their spending on new vehicles and furniture.

• Most municipalities don’t implement public information campaigns or other activities to inform the citizens about the need to save electricity and possible methods of saving.

*The Monitoring covers seven municipalities: Kumanovo, Veles, Strumica, Kriva Palanka, Sveti Nikole, Tearce and Mavrovo-Rostuse.

**The monitoring was implemented under auspices of the “Active Citizens and Participative Democracy on the Local Level”
