The Government and the competent Ministry of Local Self-Government accepted the initiative of the NGO Info-center for advancement of the status and functionality of local communities and other instruments to ensure direct participation of citizens.
- While almost all municipalities practice and implement some forms and instruments to consult and engage the citizens in creation and implementation of local policies, those have proven to be insufficient.
- It is necessary to comprehensively advance and intensify the use of existing practices, but also to introduce new mechanisms and instruments that will contribute to improved transparency and participative democracy on the local level.
- The local communities are the basic, key instrument of direct involvement and engagement of citizens on the local level. Still, at this time, they don’t have any legal status and are actually inexistent in some municipalities.
- Having in mind that local communities are the basic and key instrument for direct involvement and engagement of citizens on the local level, we need to implement the necessary changes to the legislation that will advance their legal status.
The Ministry shall take into consideration the initiative of the NGO Info-center in the process of drafting of changes and amendments to the Law on Local Self-Government.
The question of improved functioning of urban and rural local communities has been included in the consultation process under the auspices of preparation of the Programme for Sustainable Local Development and Decentralization 2021-2026.
The NGO Info-center’s initiative was prepared and launched under the auspices of the “Active Citizens and Participative Democracy on the Local Level” Project, supported by the “Olof Palme” International Centre from Sweden.
